Are you passionate about using projects, data and evaluation to improve services and outcomes for young people?

We are seeking a Senior Projects and Evaluation Consultant to join our Custodial Forensic Youth Mental Health Service (FYMHS).

This is a varied senior role combining service development, project delivery, monitoring and evaluation, data analysis and high-quality reporting. You will work with complex information and service data and translate this into meaningful insights, recommendations and practical improvements.

Working closely with FYMHS Leadership, PYMHWS Project and Quality Improvement teams, multidisciplinary clinical teams and key stakeholders, you will contribute to the ongoing development, implementation, monitoring and evaluation of specialist forensic youth mental health services across Parkville, Cherry Creek and Malmsbury Youth Justice Precincts.

Parkville Youth Mental Health and Wellbeing Service (PYMHWS) is Victoria’s newest public mental health service dedicated to the care of young people aged 12 to 25 experiencing complex mental health challenges.

In this role, you will:

  • Plan, coordinate and deliver service development, evaluation and improvement projects, working collaboratively with FYMHS Leadership and key stakeholders.
  • Contribute to the development and review of Models of Care, service frameworks, procedures, implementation plans and other strategic service documentation.
  • Undertake research, literature reviews, environmental scans and stakeholder consultation to support evidence-informed service design and development.
  • Design and implement monitoring and evaluation frameworks, including evaluation methodologies, theories of change, data collection, analysis, interpretation and reporting.
  • Analyse quantitative and qualitative service data, including activity, referrals, service utilisation, outcomes, performance measures and KPIs, to identify trends, variation, emerging issues and opportunities for improvement.
  • Translate data, research evidence and stakeholder feedback into clear narratives, visualisations, insights and practical recommendations to inform service planning and decision-making.
  • Coordinate and prepare high-quality governance, performance and evaluation reports, dashboards, briefings and presentations for leadership, committees, funding bodies and other stakeholders.
  • Identify and address data quality, collection and reporting issues, and contribute to improving systems, dashboards and reporting processes.
  • Work collaboratively with clinicians, operational teams, senior leaders and external partners including Youth Justice, Justice Health and the Department of Health.
  • Support broader capability in the use of evaluation methodologies, data interpretation and evidence-informed service improvement.

About You

You will bring demonstrated experience in project and service development, monitoring and evaluation, data analysis, research or a related field, ideally within a complex health, government or human services environment.

You will have strong quantitative and qualitative analytical skills and be confident moving beyond simply reporting data to understanding what the information means, why it matters and what action should follow.

You will also bring:

  • Strong project planning, coordination and organisational skills.
  • Experience developing evaluation frameworks and analysing service performance and outcomes.
  • Excellent written and verbal communication skills, with the ability to translate complex information into clear reports, briefings, presentations and recommendations.
  • Strong stakeholder engagement skills and the ability to work effectively across clinical, operational, leadership and external stakeholder groups.
  • The ability to manage competing priorities and deliver high-quality work within agreed timelines.
  • A collaborative, curious and improvement-focused approach.

A relevant tertiary qualification in areas such as public health, evaluation, health sciences, social sciences, research, project management or health service management is desirable, alongside relevant experience.

Experience within public mental health, youth mental health, Youth Justice, forensic mental health or another health or human services environment will be highly regarded. Experience with statistical, qualitative analysis or data visualisation platforms such as SPSS, Stata, R, NVivo or Power BI would also be advantageous.
