Parkville Youth Mental Health and Wellbeing Service (PYMHWS) is Victoria’s newest public mental health service dedicated to the care of young people aged 12 to 25 experiencing complex mental health challenges.

The Risk and Governance Officer position blends company secretariat, governance advisory and enterprise risk management functions – embedding systems that safeguard integrity, accountability and organisational resilience.

About the Role:
As Risk and Governance Officer, you’ll help build the governance foundations of this new service from the ground up.
Reporting to the CEO and CFO, this pivotal role ensures that PYMHWS operates with transparency, integrity and strong risk oversight. You’ll manage our governance systems and frameworks, support the Board and its Committees, and embed best-practice enterprise risk management across the organisation.
This is a rare opportunity to shape the governance culture of a new public health entity — working closely with the CEO, Executive and Board to enable effective decision-making, safeguard compliance, and champion ethical, youth-centred leadership.
What You'll Do:
- Provide high-level company secretariat and governance support to the Board, Committees and Executive.
- Develop and maintain governance policies, charters, and frameworks.
- Lead the implementation and monitoring of the PYMHWS Enterprise Risk Management Framework.
- Advise the CEO, CFO and Board on emerging risks, compliance obligations and mitigation strategies.
- Maintain statutory registers, manage Board documentation, and ensure legislative compliance.
- Liaise with the Department of Health and external regulators on governance and compliance matters.
- Foster a culture of accountability, transparency and continuous improvement in governance practice.
About You:
You’re an organised and discreet professional with a passion for integrity and excellence in public sector governance. You bring:
✔️ Relevant tertiary qualifications in law, public administration, governance or a related field.
✔️ Proven experience in Board or committee governance support in a complex or public health environment.
✔️ Strong understanding of Victorian health service legislation, public sector governance, and enterprise risk frameworks.
✔️ Exceptional attention to detail and ability to manage competing priorities.
✔️ Strong written and verbal communication skills, with professionalism and tact.
✔️ A collaborative mindset and commitment to PYMHWS values of integrity, inclusion and respect.
